What countries make it easy to buy an elephant?

I would think India or Thailand, but thats just a guess. A bankrupt circus in america sold an elephant at public auction a little while ago, but it was sold to another circus so I don't know what hurdles exist in america. Which countries is it easy to buy an elephant?
